Schedule Update

Please note that the upcoming meeting of the ad hoc Committee on Higher Education Funding scheduled for April 30 has been rescheduled.

The April meeting for this committee will now take place on April 26, 2024

Overview

The ad hoc Committee on Higher Education Funding shall:

  1. Evaluate models for higher education funding that are used in other states to support institutions similar to NSHE institutions and compare those models to the current funding model used in Nevada, including allocation methodology and institutional costs for the delivery of instruction.

  2. Determine whether other funding allocation methods would be appropriate for NSHE, whereby different missions of research universities, state universities, and community colleges are appropriately considered.

  3. Review and make recommendations regarding the method(s) used by other states in the use and reporting of revenue and expenses outside of a state-supported operating budget.

The ad hoc Committee on Higher Education Funding will begin meeting in November 2023. Additional meetings will be held monthly through August 2024.

DRIVING BETTER Outcomes: Fiscal Year 2020 State Status & Typology Update

The 2020 report “Driving Better Outcomes: Typology and Principles to Inform Outcomes-Based Funding Models,” released by HCM Strategists, established a comprehensive typology of Student Success Funding (SSF) models and a state-by-state classification of funding systems according to the typology.


Base Funding Formula Summary

The Base Funding Formula summary provides a history of the NSHE funding formula since its inception through a compilation of  biennial Appropriations Reports (2013-2023 Legislative Sessions), as well as minutes, exhibits, and audio recordings of various money committee meetings.


Performance Pool Summary

The Performance Pool summary provides a history of the establishment of the Performance Pool, including institutional performance related to the established metrics, the setting of performance targets biennially, and other general background.

Consultant Recommendation – Self-Supporting Accounts

During the March 19, 2024, meeting of the Committee, HCM Strategists presented its analysis of NSHE’s self-supporting account practices and protocols and provided the follow-up memorandum with a recommendation for the committee’s consideration.   The recommendation will be considered by the Committee during a work session at its April 26, 2024, meeting.
