Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Senior Budget Coordinator.  This is a renewable, full-time, non-tenured, administrative position and reports to the Budget and Contract Director. The position is located in Reno or Las Vegas, Nevada.  

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute.  The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.

The Senior Budget Coordinator is responsible for the maintenance and reconciliation of all System Computing Services budgets and programs using Workday budget and accounting tools, comprehensive spreadsheets, and preparation and processing of journal vouchers, accounting adjustments, and budget amendments.   On a very limited basis, this position may initiate and process requisitions and contracts on behalf of System Computing Services.

This position will also be responsible for System Administration’s review and processing of payment, purchasing, travel reimbursements, grant-in-aid (GIA) and scholarship documents, and reconciliation of System Administration accounts.  The position is responsible for creating requisitions for some System Administration goods, service, and independent contractor purchase orders.  This position may prepare and process journal vouchers, accounting adjustments, and budget amendments on behalf of System Administration. This position may be a Workday representative for SA Finance, as it relates to budget and financial transactions. 

STARTING SALARY:  Grade C (Starting salary range is approximately: $65,000 – $75,000 and is commensurate with education, experience, and training.) Benefits package includes health, dental, vision, life, and retirement benefits.

APPROXIMATE STARTING DATE:  March 1, 2025
 
MINIMUM QUALIFICATIONS:  A bachelor’s degree from a regionally accredited institution and five (5) years of professional experience (or) a master’s degree in relevant field with three (3) years of experience (or) associate’s degree with seven (7) years of professional experience (or) the equivalent of ten (10) years of related professional experience. 

Experience in higher education is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:  Successful candidates must possess the following knowledge, skills and abilities.  It is recommended that applicants for this position address each of the following items in the letter of application:

•    Possess appropriate communication, organization, and analytical skills
•    Journey level budget and finance knowledge/experience in the use of Workday, web-based applications, and knowledge of Microsoft Office products
•    Be able to work independently without supervision and with a high degree of accuracy

RESPONSIBILITIES:  The duties of this position will include, but not be limited to:

•    Assist the Budget and Contract Director in the ongoing oversight of SCS fiscal transactions and budget management. 
•    Day-to-day processing of System Administration payment documents and limited System Computing Services payment documents
•    Processing of travel reimbursements, GIA, and scholarship documents for System Administration
•    Reconciliation and verification of budgets and compliance with System Administration, NSHE and State policies and procedures
•    Overseeing the accuracy of a limited number of System Computing Services accounts payables and receivables
•    Preparing and initiate intercompany journals and invoices for reimbursements and payments on behalf of System Computing Services
•    Oversight and processing of some System Administration purchase orders and independent contractor agreements.
•    Monitoring and affecting the fiscal year open and close for System Computing Services
•    Tracking, updating, and maintaining inventory for the System Office locations in Las Vegas and Reno in “AssetWorks” (the Asset Management Software System), and producing inventory reports as required. This responsibility excludes System Computing Services.
•    Preparing and maintaining daily, weekly, monthly, and quarterly budget and financial reports for System Computing Services. May assist SA Business Manager in developing budget and financial reports.

Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Senior IT Auditor. This is a renewable, full-time, non-tenured, administrative position and reports to the Chief Internal Auditor. The position may be primarily located in either Reno or Las Vegas, Nevada.

The NSHE is comprised of eight institutions: two universities, a state university, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.  

The Senior IT Auditor independently conducts Information Systems Audits, to include IT Applications, Cybersecurity, Cloud Computing, Systems Development & Infrastructure, Data Center activities, AI and other emerging threats. This position provides technical support in relevant areas including audit software, and data analytics tools. The position is considered a “technology champion” and will be an ambassador for change in evolving IT environments. 

SALARY GRADE:  Grade C (starting salary range approximately $95,000.00 to $105,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement. 

APPROXIMATE STARTING DATE:  March 1, 2025

MINIMUM QUALIFICATIONS: The successful candidate must have earned a bachelor’s degree in computer science, management information systems, accounting or related field from an accredited institution. A minimum of five years progressive experience in formal IT auditing (including logical security, network security, change management, data privacy, application controls, etc.).  

Relevant certification (CISA, CISSP, CISM, CPA, CIA, etc.) strongly preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:  Successful candidates must possess the following knowledge, skills, and abilities. It is recommended that applicants for this position demonstrate their knowledge, skills, and abilities in the following areas within their application materials:

  • Advanced knowledge of theories and systems related to IT internal controls, but also reasonable knowledge of financial, management, and business controls, as well as general audit practices and procedures.  
  • Conformance with internal audit standards per the Institute of Internal Auditors, Governmental Accounting Standards Board and generally accepted IT control frameworks.  
  • Certification in a relevant field is strongly preferred.    
  • Professionalism, initiative and objectivity. Excellent time management and organization. Demonstrated ability to work independently and collaboratively. Ability to access, obtain and dissect information from ERP systems.
  • Excellent analytical and critical thinking skills to evaluate and analyze complex data. Oral and written communication skills to provide objective opinions on audit findings and make appropriate recommendations to improve operations. Familiarity with management of data analytics software, and audit management software. 

RESPONSIBILITIES:  The duties of this position will include, but not be limited to, the following areas of responsibility.

  • To plan and execute Information Technology Audits in accordance with accepted standards.
  • To report audit findings and to make recommendations to address risk and improve business operations.
  • To perform special reviews and/or advisory projects at the request of the Chief Internal Auditor, the CFO, or system/institution IT leadership. 
  • To provide support in areas related to general internal audits that include Information Technology controls. 
  • Evaluate, maintain and provide support for audit software and other software that is deemed mission critical for internal audits. 
  • Evaluate IT functions and activities in assigned areas to determine the nature of operations and the adequacy of internal controls.
  • Determine the direction and scope of proposed audit efforts.
  • Understands audit theory and internal control objectives, ensuring appropriate preparation of audit programs.
  • Determines the auditing procedures to be used, including statistical sampling and the use of data analytics.
  • Performs the audit in a professional manner in accordance with an approved audit program.
  • Obtains, analyzes, and appraises evidentiary data as a basis for an informed, objective opinion on the adequacy of internal controls, efficiency of operations and effectiveness of activities.
  • Directs, counsels and instructs internal audit staff on information technology issues.
  • Makes oral and written presentations to management during and at the conclusion of the audit, discussing deficiencies and recommending corrective action to improve operations.
  • Prepares formal written reports expressing opinions on the adequacy of internal controls, efficiency of operations and effectiveness of activities.
  • Appraises the adequacy of the corrective action taken to improve deficient conditions.
  • Attend user/programmer application meetings to evaluate and propose internal controls throughout the system development life cycle.
  • Maintain competencies in IT and auditing through participation in professional development activities.
  • Conduct consulting assignments independently or as part of a team.
  • Gather the necessary data and interview clients to define an existing problem, and fully understand the project needs and expectations.
  • Identify challenges, solve problems, and manage time appropriately.
  • Prepare reports for management setting forth the problems encountered, supported by fact and discuss the possible alternatives to the problems encountered and design a program to implement the necessary corrective procedures.
  • Works with the personnel involved in the change to aid in understanding an efficient, successful implementation of the program.

Job Description

This is a renewable, full-time, non-tenured, administrative position and reports to the Manager of Audio/Visual Operations, Client Services. The position will be located in Las Vegas, or Reno, Nevada.

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.

This position will assist with producing, streaming, recording, monitoring, and editing for large, high-profile NSHE System Administration and Board of Regents events. The incumbent will also perform a wide range of work transporting, installing, testing, operating, troubleshooting, and maintaining complex audio/video and data network technologies, including routers, switches, video codecs, videoconferencing bridges, microphone and sound systems, video production boards, projectors, and a variety of electronic media equipment.  

The incumbent will also provide moderate level network technical support services as required. Successful performance of the work requires a good knowledge of data and audio/video communication network design and maintenance and the ability to exercise sound judgment within established guidelines.

The incumbent also provides off-hours support for academic and administrative videoconferences, distance education, Board and related event activity, and operational support for SCS Services and functions.

APPROXIMATE STARTING DATE:  April 1, 2025


MINIMUM QUALIFICATIONS: A minimum of a Bachelor’s degree from an accredited institution with a degree in a technical discipline, such as Electronics, Computer Science, Information Systems, Audio, Electrical or Communications/Network Engineering with two (2) years of direct work experience relating to data, video and/or voice communications systems/networks is required; or two (2) years of formal education or training in a related field with four (4) years of direct work experience relating to data, video and/or voice communications systems/networks; or alternatively, current certifications in IT, Audio, Video, or CTS with eight (8) years of direct work experience related to data, video and/or voice communications systems/networks may be substituted for a bachelor’s degree or other formal education and training. 

Travel statewide will also be required as necessary to gather information needed for technical analysis and/or preventive maintenance activities necessary to accomplish the desired objectives.  Travel both inside and outside the State of Nevada will also be required from time to time in order to attend training, or to represent SCS at conferences and administrative meetings.  Since a portion of this travel may be by motor vehicle, the incumbent will be required to have a valid Nevada driver’s license.

The position is expected to work dedicated alternating support shifts.  The expected hours are Monday thru Friday 8:00 a.m. to 5:00 p.m.; however, these hours are subject to change or extension including a shared on-call rotation shift and subject to weekend and holiday work to meet deliverables.

•    Technical Audio/Visual Productions and Support for various Board of Regents and System Administration meetings, including setup/breakdown, transport, and A/V production 
•    Collaborates with network end users for the purpose of assessing, implementing and training for ongoing customer video network requirements
•    Documents network and A/V systems topologies, asset inventories, technical, or historical documentation requirements
•    Other duties as assigned
