Job Description
The Nevada System of Higher Education (NSHE) invites applications for the position of Executive Director of Operations. This is a renewable, full-time, non-tenured, administrative position and reports to the Chancellor. The position may be located in either Reno or Las Vegas, Nevada.
The NSHE is comprised of eight institutions: two universities, a state university, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 110,500 students and 15,000 employees.
The Executive Director of Operations provides strategic and administrative leadership for cross-functional operational services that support the mission and effectiveness of System Administration (SA). Reporting directly to the Chancellor, the Executive Director ensures the seamless coordination of enterprise services, administrative logistics, support mechanisms, and key operational initiatives. The Executive Director fosters continuous improvement, service innovation, and accountability in operational workflows and collaborates with institutional partners and internal divisions to ensure consistency and responsiveness in service delivery.
Salary Grade*

Minimum Qualifications
A Bachelor’s degree from an accredited institution in public administration, business administration, higher education administration, or related field with a minimum of seven (7) years of progressively responsible leadership experience in operations, administration, or related areas. Experience coordinating high-level projects and managing internal processes across complex organizational structures.
Preferred Qualifications
- Master’s degree in Public Administration, Organizational Leadership, or a related field preferred.
- Experience in higher education operations at the system or campus level.
- Demonstrated ability to manage executive-level logistics and implement cross-unit administrative systems.
- Familiarity with strategic planning, continuous improvement methodologies, or enterprise administrative tools.
Working Conditions and Travel Requirements
- Occasional travel to NSHE institutions and System Administration (SA) sites may be required.

Responsibilities
The duties of this position will include, but not be limited to:
- Provide oversight for operational logistics, including internal communications processes (e.g., message routing, executive briefing flows, and cabinet-level information tracking), scheduling infrastructure, space coordination, and key project timelines to ensure consistent and efficient systemwide coordination.
- Serve as a strategic project manager for Chancellor-level initiatives requiring multi-unit coordination and cross-functional input.
- Coordinate the logistical planning and execution of executive-level meetings, retreats, and systemwide convenings.
- Support strategic and operational planning cycles in collaboration with the Chancellor and executive team.
- Act as a liaison between the Chancellor’s Office and operational stakeholders across institutions to ensure consistency and responsiveness.
- Coordinate special projects related to organizational planning, auxiliary service delivery, or external partnerships.
- Contribute to risk management, business continuity, and emergency preparedness planning in alignment with institutional operations.
- Execute and support daily logistical activities that enable the communication, scheduling, and coordination framework established by the Chancellor’s Office, ensuring smooth day-to-day operations across the system.
- Assists in the development of standardized operational processes to support administrative efficiency and collaboration.
- Implementation of protocols and tools to improve scheduling, tracking, and task management across system office initiatives.
- Maintains progress on key operational initiatives as directed by the Chancellor.
- Facilitate communication, scheduling alignment, and system-level planning activities related to academic program reviews, accreditation reporting timelines, and academic master planning efforts, in coordination with institutional leadership.
- Provides logistical support for Chancellor-initiated academic planning sessions, system-level academic forums, or special meetings involving institutional academic leadership, in coordination with the Vice Chancellor for Academic Affairs.
- Supports the Chancellor’s Office and the Vice Chancellor for Academic Affairs in tracking key academic planning timelines and reporting milestones to support system-level coordination and communication.
- Implement and refine shared services that improve administrative support, operational tracking, and internal efficiency.
- Facilitate workflow and documentation processes for high-level projects, ensuring milestones and deliverables are met.
- Oversee administrative support teams responsible for document flow, scheduling, calendaring, distribution, and logistical support.
- Monitor and enhance operational policies, identifying areas for procedural updates and system alignment.
- Coordinating briefings and developing dashboards on operational metrics, status updates, and service outcomes.
- Coordinates implementation of administrative systems that enhance non-academic operations across System Administration offices.

The Deputy Chief Internal Auditor serves as the second-in-command within NSHE’s Internal Audit Department, reporting to the Chief Internal Auditor. This position partners with the Chief Internal Auditor to provide independent and objective assurance and advisory services that evaluate and improve the effectiveness of risk management, internal controls, compliance, and governance processes across NSHE institutions and System Administration. The incumbent leads the planning, execution, and reporting of internal audit engagements, manages professional staff, and ensures adherence to the Institute of Internal Auditors (IIA) Global Internal Audit Standards. The Deputy Chief Internal Auditor also serves as Chief Internal Auditor during absences and provides strategic input to the development and execution of the risk-based audit plan. Minimum Qualifications
Bachelor’s degree from a regionally accredited institution in accounting, finance, business administration, or a related field and at least six (6) years of progressively responsible experience in auditing, accounting, risk management, or a related field, with three (3) years of supervisory or management experience.

A bachelor’s degree in an unrelated field with at least 10 years of relevant professional auditing or financial management experience, including five (5) years in a supervisory or leadership capacity.
Preferred Education
Master’s degree in business, accounting, finance, or a related field.
Required Certification
Certification such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Certified Information Systems Auditor (CISA) required. Candidates currently pursuing certification may be considered, provided certification is obtained within 18 months of hire. Other relevant certifications may be considered.

Responsibilities
The duties of this position will include, but not be limited to:
- Plan, design, and execute complex, high-profile audits, investigations and advisory engagements across NSHE institutions in accordance with professional auditing standards (IIA, GAO, and other applicable frameworks). Partner with management to assess risk, evaluate operations, and test the adequacy of internal controls, compliance with policies, and regulatory obligations. Prepare comprehensive workpapers to document testing, research, and analysis, and develop audit programs tailored to identified risks. Provide independent and objective assessments of risk management, governance, and financial control processes. Recommend actionable improvements to strengthen efficiency, accountability, and compliance across the System.
- Prepare and present clear, concise, and comprehensive audit reports to NSHE management, the Audit, Compliance and Title IX Committee (when serving as Chief Internal Auditor), and other stakeholders. Communicate audit findings with fact-based recommendations, facilitate discussion of corrective actions, and support management in implementing solutions. Monitor and appraise the adequacy of corrective actions to ensure sustained improvements. Promote a culture of integrity, accountability, and continuous improvement across NSHE institutions.
- Review, evaluate, and approve audit staff workpapers, reports, and documentation to ensure accuracy, quality, and adherence to departmental and professional standards. Establish and maintain a robust quality-assurance program to safeguard the independence, scope, and technical proficiency of all audit work. Make internal audit documentation available to external auditors and coordinate with them to minimize duplication of effort and strengthen overall assurance coverage.
- Provide daily supervision, guidance, and mentoring for audit staff (senior auditors and below), including training, counseling, and assignment direction. Conduct annual performance evaluations, identify professional development needs, and foster a collaborative, high-performing team environment. Recruit, retain, and develop a diverse audit staff with the skills, certifications, and competencies required to fulfill the Internal Audit Charter. - Assist the Chief Internal Auditor with enterprise risk assessments, strategic planning, and development of the annual audit plan. Responsibilities
The duties of this position will include, but not be limited to:
- Provide day-to-day assistance to the Vice Chancellor and the department on a wide range of assignments. Review the Vice Chancellor’s incoming and outgoing correspondence and signature items.
- Exercise judgment and independent initiative in bringing information or issues to the Vice Chancellor.
- Maintain confidentiality of sensitive issues; prioritize assignments; appropriately distribute information, recommend action as appropriate and provide suggestions for resolution or resolve independently whenever feasible.
- Perform initial review of items for the Vice Chancellor’s attention and/or signature. Ensure items are complete, accurate, and in compliance with appropriate policies or procedures. Coordinate with department staff and others to correct deficiencies.
- Compile and coordinate relevant background information or facilitate appropriate briefings for appointments, meetings, and conferences.
- Assist in review of documents produced by the department, including ad hoc and routine reports and presentations, Board of Regents agenda items, and record requests. Monitor documents for ADA accessibility.
- Provide administrative support for multiple committees such as Academic Affairs Council, Student Affairs Council, Nevada Student Alliance, Nevada WICHE Commission meetings, Power-Based Violence Task Force meetings and other system-level groups. Maintain a list of potential agenda items, compile the agenda and reference materials, and draft and prepare meeting minutes as assigned.
- Coordinate reception of visitors, consultants, or committee members.
- Create follow-up correspondence for program approvals post-meeting.
- Keep a complete and current roster and email group for all ASA related committees and working groups, updating throughout the academic year, and inform the groups of changes.
- Oversee all travel arrangements for all ASA Staff, including the creation of travel worksheet summaries, spend authorizations and expense reports.
- Oversee logistics for the Regents’ Award program selection process, including sending notifications and coordinating with institutions on issuing awards.
- Distribute and post agendas for meetings as required by Nevada Open Meeting Law.
- Serve as the initial contact for processing student requests for Millenium Scholarship extension appeals.
- Assist the Vice Chancellor with processing institutional requests for Temporary Part-Time Teaching Faculty – Requests for Exception to Limitation to 75 Percent of FTE per semester.
- Coordinate communications between the Vice Chancellor and the members of the Chancellor’s Cabinet, Vice Chancellors, Presidents, Regents, Faculty Senate, government officials, community leaders, students, faculty, and staff.
- Coordinate communications with external entities, including but not limited to institutional administrators, Nevada Department of Education administrators, Nevada school district superintendents, WICHE, etc.
- Coordinate and maintain the daily and long-term schedule for the Vice Chancellor. Make decisions relating to the coordination of meetings, conferences, travel, and standing meetings. Exercise good judgment for optimum utilization of the Vice Chancellor’s time.
- Plan and organize special meetings and events for the department. Coordinate the logistics of web and video conferences.
- Answer phones and handle routine inquiries; assist the office manager with covering front desk duties when other coverage is not available.
- Demonstrate understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of the NSHE students, faculty, staff, and community.
- Resolve informal complaints or refer as appropriate and inform the Vice Chancellor of their resolution.
- Assist the Vice Chancellor and ASA staff in compiling documentation and/or data and preparing responses to inquiries, interacting with staff at all levels.
- Ensure that all Academic and Student Affairs related content on the NSHE website is up to date.

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Principal Network Engineer. This is a renewable, full-time, non-tenured, administrative position and reports to the Director of Infrastructure Services. The position may be located in Reno, Nevada.
The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The Principal Network Engineer is responsible for the architecture, ongoing development, troubleshooting, and maintenance of SCS’s highly available and secure state-wide network, known as NevadaNet. This network supports academic research at Nevada’s leading research universities as well as statewide connectivity for community anchors and other state or public institutions.
Incumbents perform a wide range of work at the highest level of complexity utilizing sophisticated economic and technical analysis, design, installation, testing, maintenance and troubleshooting connectivity hardware and software associated with the SCS NevadaNet network, including routers, switches, fiber optic long haul transport and distribution equipment, firewalls, servers, racks, cabling and power. The incumbent also provides the highest-level data and video network engineering, operations and security support services to NevadaNet constituents as required.
