Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Deputy General Counsel.  This is a renewable, full-time, non-tenured, administrative position and reports to the NSHE Senior Associate General Counsel.  The position will be located in Las Vegas.  

NSHE is comprised of eight institutions: two universities, a state university, four community colleges and a research institute.  The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.

This is an existing position within the NSHE Office of Legal Affairs (the “Office”). 

The Deputy General Counsel will work on matters as assigned by the Senior Associate General Counsel and assist in provide providing general legal services and counsel to officers and employees of the Board of Regents and System Administration concerning NSHEs legal rights and obligations, with a focus on adversarial proceedings (administrative proceedings, active litigation, and threatened litigation).  This position will also assist the Senior Associate General Counsel in overseeing and coordinating systemwide litigation.

This position reports to and all duties of this position are performed under the direction and supervision of the Senior Associate General Counsel.

SALARY GRADE:  Grade E (starting salary range approximately $146,000.00 to $159,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.

APPROXIMATE STARTING DATE:  May 1, 2024.

MINIMUM QUALIFICATIONS: The successful candidate must have earned a bachelor’s degree and a Juris Doctor (JD) degree from an accredited institution with five (5) years of substantive litigation experience or an equivalent combination thereof.  An active license, in good standing, to practice law in the State of Nevada is also required.

PREFERRED QUALIFICATIONS:  Preference will be given to candidates with seven or more years of related experience, and to candidates with relevant experience within a higher education institution.  Preference will also be given to candidates who have tried cases to verdict, and to those who have legal experience in education and the representation of government entities in complex civil litigation and employment law matters.

RESPONSIBILITIES:  The duties of this position will include, but not be limited to, the following areas of responsibility:

  • Working with the Senior Associate General Counsel in providing legal advice and representation in all adversarial proceedings (administrative proceedings, active litigation, and threatened litigation matters) involving the Board of Regents and/or System Administration.
  • Assists in coordination and oversight of systemwide litigation.
  • Assists in coordination and oversight of outside counsel, when necessary, and monitors legal work product.
  • Assesses and advises with respect to risks and claim prevention.
  • Provides training/education to officers and employees on policy and compliance.
  • Conducts legal research and provides advice to NSHE with particular emphasis on civil rights/constitutional law, contracts, business and tort law, employment law, dispute resolution, student rights, public records, subpoenas/records requests, risk management, and public/private partnerships.
  • Provides advice and counsel to the Board of Regents and NSHE officers and employees concerning NSHE’s rights and responsibilities; advising related to management of litigation and threatened litigation/pre-litigation or other matters to ensure leadership decisions are in compliance with the changing laws and regulations and NSHE policies and procedures.
  • Drafts agreements, legal opinions, correspondence, policies, etc. in compliance with the federal laws, state laws, and NSHE directives and guidelines; reviews, revises, and approves contracts, releases, etc., as to legal form to minimize litigation possibilities in order to ensure the institution’s interests are protected.
  • Coordinating, tracking, and reviewing legal issues and contracts. 
  • Advising on issues that are typically associated with legal representation of public entities, including but not limited to, Open Meeting Law, Public Records Law, employment matters, litigation, regulatory law, preventative law and contract review.
  • Drafting legal documents as assigned.
  • Handles other legal or administrative duties as assigned by the Senior Associate General Counsel.

Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Budget and Contract Director for System Administration (SA).  This is a renewable, full-time, non-tenured, administrative position and reports to the Vice Chancellor for Budget and Finance and Chief Financial Officer.  The position may be primarily located in either Reno or Las Vegas, Nevada.

The NSHE is comprised of eight institutions: two universities, a state university, four community colleges and a research institute.  The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees. 

The position is responsible for development and oversight of the SA fiscal, position, and biennial budgets. Additionally, the position performs NSHE-wide committee leadership, supervision, service provider management, and other significant professional duties.   The roles of the position include:

Oversee budget management, position control, and budget development for SA. Direct, coordinate, and ensure that select System Office enterprise contracts and professional service agreements are initiated and negotiated in compliance with NSHE policy. Work directly with NSHE Legal Affairs and service providers in the review and execution of System Office   and NSHE-wide agreements. Address any special assignment or professional duties in support of the NSHE Chief Financial Officer and System Administration. Serve as a member of NSHE CFO’s senior management team.

SALARY GRADE:  Grade E (starting salary range approximately $123,500.00 to $165,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.

MINIMUM QUALIFICATIONS: The successful candidate must have Earned bachelor’s degree from a regionally accredited college or university. A degree in business or finance is preferred.  An advanced degree in business administration or public administration is also preferred. A minimum of 7 years of progressively responsible experience directly related to budgeting and/or fiscal management.


Preference given to experience in higher education.

Some travel statewide will be necessary, which will require a valid Nevada Driver’s License.

Duties In Support of the NSHE Chief Financial Officer:

  • Lead and address any special assignment or ad hoc duty in support of the NSHE Chief Financial Officer, System Administration, or NSHE institutions. 
  • Provide constructive leadership for staff members assigned on an ad hoc or long-term temporary basis.
  • Participate in NSHE Business Officers Council as a guest.

SA Budget and Position Control Leadership:

  • Develop biennial budget requests, operating budgets, self-supporting budgets, and special appropriation budgets, as needed.
  • Plan, develop, and oversee fiscal management of State of Nevada funded and non-State funded accounts.
  • Oversee all financial aspects of budgeting for personnel transactions including calculations for payroll, position control, and mandatory vacancy savings.

  • Address questions/referrals raised by controller and purchasing offices.

  • Oversee fiscal year end closing of SA accounts and set up accounts for new fiscal year.

Contracting and Service Provider Management:

  • Direct and administer service provider sourcing/contracting, and acquisitions within System Office on an as needed basis.
  • Direct and facilitate the development of Requests for Proposal, and the associated review, selection, and award process. Work with institution and System Administration subject matter experts to facilitate best and final negotiations, and initial contract terms.
  • Work directly with NSHE Legal Affairs and vendor personnel to develop final contact terms, documents, and achieve contract execution.
  • Maintain strategic relationships with service providers to facilitate enhanced service delivery, and executive escalations when necessary.

Supervision:

  • Oversee day to day duties and supervision of permanently assigned team members.

DESCRIPTION OF THE POSITION

The incumbent will be responsible for the post award processing of sponsored programs.  The post award position oversight of the following core functions:  all aspects of the Workday financial system, processing budget modifications, expense and revenue transfers, revenue and expense budgets, appropriations, and extensions; in addition to effort reporting, data entry, subaward processing and account close-outs.  This position will be required to calculate Facilities and Administrative costs associated with federal and/or for/non-profit awards.  The incumbent will be required to invoice agencies for expenditures and prepare drawdowns with the sponsor.  The incumbent is required to conduct sub monitoring of financial records, provide assistance as needed to research/project administrators internally and to NSHE institutions externally as directed by each subaward.

SALARY:  Grade B (starting salary range approximately $55,000-$61,000

MINIMUM QUALIFICATIONS:  Bachelor’s degree from a regionally accredited institution in public or business administration, accounting, finance or related field related to the position, (or) an Associate’s degree with one (1) year of progressively responsible experience in managing the administrative aspect of post award subrecipient monitoring, financial tracking of grants/contracts, provide financial assistance to grant/subaward recipients; and managing fiscal aspects of grants/subawards. Alternately, a combination of education and three (3) years of experience in managing fiscal aspects of grants/contracts/subaward or three (3) years of progressive responsibility in post award administration.

Preference will be given to candidates who have experience within Higher Education or Non-profit entities.

Job Description

This is a renewable, full-time, non-tenured, administrative position that reports to the Chief of Staff to the Board of Regents. The position is located in Reno, Nevada.  

The Special Assistant & Coordinator to the Board of Regents is responsible for providing proactive, analytical, specialized, and executive-level administrative support to the Board of Regents and its individual members. The Special Assistant & Coordinator to the Board of Regents is viewed as a representative and extension of the Board of Regents by the greater NSHE community and the public at-large; therefore, the highest level of performance and professionalism is needed.

Reporting directly to the Chief of Staff to the Board of Regents and providing support to the same, this position serves as a confidential representative and liaison between the Board Office and senior management including the chancellor and cabinet members, legal counsel, institution presidents, campus administrators, faculty, staff, students, and the general public. The Special Assistant & Coordinator to the Board of Regents is responsible for managing the priorities of preparing meeting agendas, meeting minutes, and policy codifications, as well as the dissemination and public posting of these items for the use and reference of the Board of Regents, NSHE constituents, stakeholders, and the public. This position is also responsible for the planning and execution of Board meetings, providing direct assistance to individual Regents, and other duties as assigned. The Special Assistant & Coordinator to the Board of Regents manages a high volume of work material and correspondence and ensures timely responses and proper record-keeping. Additionally, this position is expected to analyze and resolve problems, often without direct involvement by senior management.

It is critical for the Special Assistant & Coordinator to the Board of Regents to know and understand the legal requirements of an elected body in the State of Nevada, as there are numerous laws that directly apply to the work performed by this position in support of the Board of Regents.

  • Prepare, review with the Chief of Staff, and codify revisions to the Board of Regents Handbook and the NSHE Procedures and Guidelines Manual; disseminate updated versions to Regents, administrators, constituents, and stakeholders; post updated versions to the Board’s website; maintain an archival record of historical policy revisions; and respond to inquiries concerning current and previous Board policies and procedures.
  • Analyze and exercise independent judgment in bringing forward issues and/or concerns to the Chief of Staff and/or Regents. When appropriate, conduct research and recommend courses of action to resolve issues or problems.
  • Maintain official Board records, including sensitive documents.  Establish and implement an effective record-keeping system that meets the requirements of the Nevada Public Records Act and facilitates quick and easy reference and/or retrieval.
  • Provide guidance and assistance to Regents with respect to discharging their duties, facilitate discussion and collaboration, provide information, and answer questions.

The purpose of the Workers’ Compensation Coordinator is to provide continuity in claims administration practices across the system. It is to ensure efficient and strategic management of the workers’ compensation program, to ensure injured workers are receiving quality and prompt medical treatment. The incumbent will streamline processes related to disability payments, the return-to-work program, medical separations related to workers’ compensation and the receipt of vocational rehabilitation benefits. They will stay up to date on legislative changes and industry trends as well as participate in associations to develop a strong foundation in workers’ compensation administration best practices.

The incumbent will be responsible for monitoring claims costs, claim frequency, and trends. They will be responsible for creating goals and initiatives to reduce claims severity, claims frequency and fiscal expenditures.

  • Oversee Third Party Administrator management of claims.
  • Maintain frequent communication with high-risk claims. Routine check-in with injured workers. Promote advocacy approach to claims management.
  • Promote reductions in claims costs, claims severity, and claims management through the development of strategic initiatives and goals.
  • Work with Police Officer Departments to ensure compliance with NRS 617/NAC 617 with respect to mandatory Uniformed Police Officer physicals.
  • Review physicals and issue letters of correction for corrective action ordered by medical providers.
  • Develop Cardiac Wellness program that offers continuity to Uniformed Officers across the System.
  • Develop initiatives to help promote the overall health of our Uniformed Officers with the goal of reducing impact and likelihood of Cardiac and Lung claims.
  • Monitor program costs and reserves.
  • Evaluate employee workstations to identify hazards and risks, provide recommended corrective action.
  • Implement employee ergonomic self-evaluation platform.
  • Maintain relationships with State vendors, support employees in obtaining appropriate equipment and furniture.

The position will be located in Las Vegas, or Reno, Nevada.

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.

This position will assist with producing, streaming, recording, monitoring, and editing for large, high-profile NSHE System Administration and Board of Regents events. The incumbent will also perform a wide range of work transporting, installing, testing, operating, troubleshooting, and maintaining complex audio/video and data network technologies, including routers, switches, video codecs, videoconferencing bridges, microphone and sound systems, video production boards, projectors, and a variety of electronic media equipment. 

The incumbent will also provide moderate level network technical support services as required. Successful performance of the work requires a good knowledge of data and audio/video communication network design and maintenance and the ability to exercise sound judgment within established guidelines.

The incumbent also provides off-hours support for academic and administrative videoconferences, distance education, Board and related event activity, and operational support for SCS Services and functions.

GRADE:  C (starting salary range approximately $65,000 – $75,000) Benefits package includes health, dental, vision, life and retirement.

MINIMUM QUALIFICATIONS: A successful candidate must have a Bachelor’s degree from an accredited institution with a degree in a technical discipline, such as Electronics, Computer Science, Information Systems, Audio, Electrical or Communications/Network Engineering is preferred with two (2) years of direct work experience relating to data, video and/or voice communications systems/networks is required. Alternatively, four (4) years of direct work experience relating to data, video and/or voice communications systems/networks coupled with at least two years of formal education or training in a related field may be substituted for a Bachelor’s degree as qualification for this position.

Travel statewide will also be required as necessary to gather information needed for technical analysis and/or preventive maintenance activities necessary to accomplish the desired objectives.  Travel both inside and outside the State of Nevada will also be required from time to time in order to attend training, or to represent SCS at conferences and administrative meetings.  Since a portion of this travel may be by motor vehicle, the incumbent will be required to have a valid Nevada driver’s license.

The final candidate will conduct risk assessments and verify that policies and practices comply with all applicable laws and regulations.
