Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Chief Human Resources Officer (CHRO). This is a renewable, full-time, non-tenured, administrative position and reports to the Vice Chancellor and Chief General Counsel. The position may be located in either Las Vegas or Reno, Nevada.  

The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and research institute.  The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees. 

The Chief Human Resources Officer (CHRO) provides strategic leadership and input to the Chancellor and Cabinet on NSHE’s strategic planning process and administration.  The CHRO works directly with NSHE administrators in the development, coordination, implementation and administration of policies and procedures, ensuring legal compliance and alignment with NSHE’s mission, values, and talent strategy to support the workforce needs of System Administration, which includes the System Computing Services unit (SA). The position provides overall direction for NSHE’s HR function, including talent acquisition, employee engagement and retention, employee and labor relations, learning and development, total rewards, workforce management, and HR technology management.

This position may be located in either Reno or Las Vegas but will provide leadership and services to both SA offices.  Intermittent travel to ensure visibility at both SA offices is expected.

SALARY

This position offers a competitive compensation package commensurate with the candidate’s education, experience, and certification/training. In addition to base salary, employees enjoy a comprehensive benefits package that includes:

MINIMUM QUALIFICATIONS

A master’s degree in human resources, organizational development, or a related field and at least ten (10) years of progressive experience in HR leadership, with a minimum of three (3) years at the executive or senior leadership level, preferably within higher education or large, complex organizations.

REQUIRED CERTIFICATION(S)

SHRM-SCP or equivalent HR certification; Title IX Coordinator training or obtain within sixty (60) days of hire.

RESPONSIBILITIES

The duties of this position will include, but not be limited to, the following areas of responsibility:

  • Provide overall direction for HR function, including talent acquisition, total rewards, employee engagement and retention, workforce management, HR technology management, learning and development, employee relations.
  • Direct strategic planning, assessment, and HR audits, and data management; provide effective execution of HR goals from SA’s strategic plan; track HR metrics to show value added services; ensure that all aspects of the HR office comply with federal, state law and regulation and BOR/NSHE policy.
  • Develop and administer HR policies, communicate BOR policies; advise and counsel SA senior leadership and supervisors in HR functional areas; administer SA non-discrimination plan.
  • Serve as SA Title IX Coordinator; serve as NSHE HR liaison with NSHE institutions on HR policies and practices; serve primary contact with NSHE legal affairs, members of SA senior leadership and supervisors on HR issues; represent SA through participation in HRAC, Title IX, CUPA and SHRM. Serve as HR lead for facilitating the RFP, selection, and contracting process for shared NSHE HR vendors.
  1. In collaboration with the Chancellor and senior leadership establish SA’s goals and strategy related to staffing, recruiting, and retention.
  2. Lead and manage SA’s human resource function and evaluate HR program performance regularly to ensure continuous improvement.
  3. Act as the custodian of record, overseeing employment, benefits, payroll, and NSHE executive and employee records.
  4. Track, manage, and present mandatory reports of HR data and information to the Chancellor and/or Board of Regents.
  5. Oversee SA’s performance management process and track and manage employee-manager objectives; assist the Chancellor with administering corresponding policies and procedures.
  6. Advise SA senior leadership on the people-related aspects of business strategies, ensuring alignment with the HR function and SA workforce needs and goals as well as organizational culture.
  7. Oversee complex personnel, employee relations, or disciplinary matters; provide conflict resolution guidance, where appropriate.
  8. Analyze need for, develop, implement, and periodically assess SA HR policy, procedures, programs and initiatives.
  9. Ensure compliance with Title IX, ADA, VAWA, and other non-discrimination plans, laws, policies and procedures.
  10. Oversee SA’s recruitment and hiring process; ensure legal/regulatory compliance in selection and hiring.
  11. In collaboration with the Chancellor and senior leadership develop employee retention and succession planning strategies.
  12. Oversee and ensure effective administration of classification and compensation plan and structures, including periodic reviews and coordination with independent consultants.
  13. Analyze the need for, develop implement, and periodically assess SA learning and development programs and initiatives.
  14. Oversee and manage accurate reporting of employee data, HR data analytics, and responses to internal and external data requests.
  15. Lead and develop a high-performance, service-oriented team that delivers consistent, accurate, and timely   service.  Supervise NSHE Director of Human Resources, ensuring optimal performance and execution of duties.
  16. Participate in and coordinate with the Human Resources Advisory Committee (HRAC) to ensure alignment and consistency between institutions and SA with respect to HR efforts, where applicable.
  17. Responsible for financial oversight, planning, budget, and control of HR department.

Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Business Analyst or Senior Business Analyst, HCM.  This is a renewable, full-time, non-tenured, administrative position and reports to the Assistant Director of Workday.  The position may be located in Reno or Las Vegas.  

The NSHE is comprised of eight institutions: three universities, four community colleges, and a research institute.  The public system of higher education in Nevada continues to experience rapid growth, with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.

NSHE maintains a wide area network and multiple data centers along with a wide variety of systems and applications to provide services to all its institutions.  The Business Analyst is an integral part of the overall NSHE Workday team.  The Business Analyst/Senior Business Analyst position supports the Workday enterprise information system’s ongoing maintenance and continuous improvement of related business processes, configuration, and related activities across the NSHE institutions.  This position provides a bridge between the campus functional and the SCS technical areas. 

The Business Analyst/Senior Business Analyst assists NSHE stakeholders in identifying and documenting their business processes and recommends refinement and improvements to those processes. The Business Analyst/Senior Business Analyst provides user support in complex problem analysis and resolution; designs and develops reports and data extracts that support campus business processes; develops technical specifications that support application customizations/modifications; assists in quality assurance testing of application customizations/modifications and application upgrades.

STARTING SALARY: Starting average salary for Business Analyst: approximately $70,000 – $90,000 and Senior Business Analyst: approximately $90,000 – $105,000 (depending on experience). A benefits package includes medical, dental, vision, life, and retirement.

MINIMUM QUALIFICATIONS:

Business Analyst, HCM: The successful candidate must have a Bachelor’s Degree in business or a related field from an accredited institution, and two (2) years of directly applicable experience as a business analyst, or a Master’s Degree from an accredited institution with one (1) year of directly applicable experience.  Alternatively, five (5) years of direct related experience in a large corporation or university environment where a combination of equivalent skills and knowledge were acquired will be considered.

Senior Business Analyst, HCM: The successful candidate must have a Bachelor’s degree from a regionally accredited institution with at least five (5) years of experience in business analysis is required or a Master’s Degree from an accredited institution with two (2) years of directly applicable experience. Alternatively, ten (10) years of direct related experience in a large corporation or university environment where a combination equivalent skills and knowledge were acquired will be considered.

Preferred: Experience in higher education is preferred. Experience in a higher education functional environment such as in core HR, recruitment, absence, benefits, time tracking or talent can serve as replacement or supplemental experience in place of business analysis experience.

KNOWLEDGE, SKILLS AND ABILITIES: Successful candidates should possess the following knowledge, skills and abilities.  Applicants should address the following items in their letter of application when applying for this position.

RESPONSIBILITIES: The duties of this position will include, but not be limited to:

  • The Business Analyst is responsible for understanding the client’s business processes and the capabilities of the business applications used by NSHE institutions.  By understanding the impact of the client’s processes on application capabilities, the incumbent can help the client solve their business problems in the most efficient and effective manner.
  • As both the functional expert and the developer of technical specifications, the Business Analyst is an integral component in the creation of the technical solutions for identified client business needs.
  • The Business Analyst assists the client in developing effective testing scripts and ensures that applications are well tested.
  • As a key player in IT projects, the Business Analyst, led by a senior IT team member, will participate on and provide input to IT projects.
  • The Business Analyst is the liaison between the campus functional user and the SCS technical staff. They turn business requirements into technical specifications so that other IT staff members can use these technical specifications to modify existing or develop new application functions.
  • Limited travel with overnight stays may be required in support of activities related to the position.

Additionally, the Senior Business Analyst will be expected to:

  • As a key holder of both business process and application knowledge, it falls to the Senior Business Analyst to effectively communicate user needs to the IT community, to align stakeholder expectations with resource availability and application capabilities, and to keep all involved parties informed and coordinated on project progression.  The Senior Business Analyst also will be a Project Lead for IAS on many IT projects that have a direct impact on the business applications SCS supports;

Job Description

The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Associate Research Engineer. This is a renewable, full-time, non-tenured, administrative position and reports to the Principal Research Engineer. The position will be located in Reno, Nevada.

The NSHE is comprised of eight institutions: two universities, a state university, four community colleges and a research institute.  The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees. 

The Associate Research Engineer develops and maintains networking, systems, and data architecture for forward-facing technology research and development (R&D) activities within SCS/NevadaNet, particularly aligned with and supporting academic research and related education at Nevada’s leading research universities and state/community colleges, as well as elements of statewide connectivity for community anchors and other institutions. This includes collaboration and contribution to major technology- and network-dependent science and engineering projects in Nevada and the national research and education technology ecosystem. The position leverages SCS/NevadaNet’s central position in NSHE to pioneer implementation of leading-edge technologies as part of statewide digital transformation of connectivity, research, and education.

The Associate Research Engineer works under the supervision of a Senior or Principal Research Engineer, and with other SCS core engineering teams and distributed NSHE faculty and staff. The position possesses and continually develops a functional knowledge of networking and computing hardware, associated software, troubleshooting, and technical management procedures. Primary technical areas of focus will be assigned based on the incumbent’s skills and/or SCS’s needs in areas of research engagement and support. Additional technical areas of focus will be assigned based on cross-training needs in SCS or R&D activities within NSHE’s institutions. Technical areas of focus include, but are not limited to, elements of data network hardware and software (e.g., fiber and copper circuits, routers, switches, wireless bridges, wireless gateways, edge computing hosts), network monitoring (e.g., SNMP, PerfSonar, Nagios, Intermapper), network control (e.g., routing protocols, security, automation), associated data and computing systems (e.g., databases, store & forward protocols, visualization, throughput computing, high performance computing), and operating system and virtualization environments (e.g., Linux, Windows, software containers, public/private clouds). Technologies and solutions piloted by this position in research service areas will contribute to long-term planning and evolution of production NevadaNet and System Computing Services architectures. The Associate Research Engineer contributes to R&D projects managed by more senior personnel and assists with leading student worker cohorts that support core SCS and NevadaNet technology systems and trajectory.

Under a Senior or Principal Research Engineer, the Associate Research Engineer has substantial interaction with active research projects across NSHE institutions as well as Nevada State offices/agencies with network-driven service missions. The Associate Research Engineer may lead low-complexity projects under direct guidance of a senior colleague and participate in regional/national research computing and data (RCD) communities. The Associate Research Engineer occasionally provides training and education to students within NSHE-SCS or associated with collaborative projects and contributes technical information to funding proposals or publications that promote and expand Nevada’s higher-education and scientific capabilities, school and library connectivity, and rural digital equity.

MINIMUM QUALIFICATIONS: The successful candidate must have earned a Bachelor’s degree in computer science or related technical field from an accredited institution with two (2) years of experience in a field directly related to Information Technology or Information Security.  Alternatively, five (5) years of direct experience with a multi-user system in a complex enterprise or university may be substituted for a bachelor’s degree.

Preference: will be given to candidates whose work experience is directly applicable to performing or contributing to research and development in a technical field of science or engineering; and/or whose relevant experience is in a higher education or academic environment.

The Special Assistant and Coordinator is responsible for providing proactive, analytical, and specialized operational support to the Board of Regents and its individual members. The Board of Regents is comprised of publicly elected officials and is responsible for the governance, oversight, and policymaking of NSHE.

Reporting directly to the Chief of Staff, the Special Assistant and Coordinator is responsible for the planning and execution of Board meetings; preparation of meeting agendas and minutes; codification of Board policies and procedures; and creating/disseminating reports, materials, and information to the Board of Regents, NSHE constituents and stakeholders, and members of the public. The Special Assistant and Coordinator serves as secretary to various Board committees, provides assistance and guidance to individual Regents, and performs additional duties as assigned. This position serves as a knowledgeable and trusted liaison between the Board of Regents/Board Office and NSHE/institutional leadership, legal counsel, administrative and academic faculty, staff, students, and the general public. The Special Assistant and Coordinator manages a high volume of work material and correspondence and ensures timely responses and proper record-keeping. Additionally, the Special Assistant and Coordinator analyzes and resolves problems, often without direct involvement by senior management.

  • Analyze and exercise independent judgment in bringing forward issues and/or concerns to the Chief of Staff and/or Regents. When appropriate, conduct research and recommend courses of action to resolve issues or problems.
  • Maintain official Board records, including sensitive documents.  Establish and implement an effective record-keeping system that meets the requirements of the Nevada Public Records Act and facilitates quick and easy reference and/or retrieval.
