    Building values should reflect the tangible expenses directly related to the physical construction of a project, often referred to as the “hard” costs. Examples are given below of what should be included in the building value, as well examples of what should not be included.

    Included Costs

    • Materials: Costs of raw materials like concrete, steel, lumber, drywall, and finishing materials

    • Labor: Wages paid to construction workers, including benefits, payroll taxes, and potential overtime

    • Building Systems: Expenses for installing HVAC, plumbing, electrical, and life safety systems

    • Equipment: Expenses related to purchasing or renting heavy machinery, tools, and safety equipment

    • Finishes: cost of interior and exterior finishes

    Excluded Costs

    • Design and Engineering: Architectural fees, engineering services, and design consultations

    • Legal and Administrative: Legal fees, accounting services, permits, and zoning approvals

    • Financing: Loan interest, financing fees, and insurance premiums

    • Land and Development: Land acquisition, site surveys, and environmental impact studies

    • Project Management: Project management fees and consulting services

    • Marketing: Marketing and advertising expenses, especially for new developments

    • Site Work: Costs for site preparation, including demolition, grading, excavation, and utility installation

    • General Requirements: Trash removal, cleaning fees, temporary fencing, construction lighting, portable restroom facilities, etc
