Joe Reynolds was appointed by Chancellor Thom Reilly as the Chief General Counsel for the Nevada System of Higher Education in August 2018. Reynolds has a broad range of civil, criminal, and regulatory experience as a lawyer in public service. Having been appointed by Nevada Governor Brian Sandoval, Reynolds recently served as the Chairman of the Public Utilities Commission of Nevada and oversaw the operations of the agency and its approximately 100 employees in Carson City and Las Vegas. As Chairman, Reynolds presided as an administrative law judge over active litigation and ran the bi-weekly agenda meetings of the full commission.

Prior, Reynolds served as General Counsel to Governor Sandoval, where he advised and represented the interests of the Governor in legal and policy matters at every level of state and federal government. He also served as the liaison between Governor Sandoval and cabinet-level directors and non-cabinet entities, such as the Gaming Control Board, the Ethics Commission, the Office of the Attorney General, and the Division of Emergency Management. Before joining Governor Sandoval’s senior staff, Reynolds served as the Chief Deputy Attorney General for the Bureau of Litigation under former Nevada Attorney General Catherine Cortez Masto, where he supervised over 20 lawyers and oversaw litigation in state and federal courts throughout Nevada. Reynolds was also a Senior Deputy District Attorney for Lyon County and served as a law clerk to former Nevada Supreme Court Vice-Chief Justice C. Clifton Young.

Reynolds graduated from University of Nevada, Las Vegas with a Bachelor of Science in Secondary Education with an English emphasis in 1997. He graduated from Gonzaga University School of Law in 2001. Raised in Las Vegas, Reynolds and his wife, Kathryn, have five children and live in Reno.
