Dr. Constance Brooks is a seasoned public affairs leader with expertise in both the public and private sectors. She serves as the Vice Chancellor of Public Affairs and Advancement for the Nevada System of Higher Education (NSHE). In this role, she leads vision and strategy development for the NSHE’s government and community relations, communications, and equity and diversity initiatives.
Dr. Brooks earned a Ph.D. in Public Affairs from UNLV in 2012. Her research emphasis was the nexus between public policy and identity in politics, studying the first African American women mayors from the 100 largest US cities. Also, from UNLV, she earned a master’s degree in social work with a concentration in administrative practice and planning. Dr. Brooks earned a bachelor’s degree in social work from Southern Illinois University.
With roots in Illinois, Dr. Brooks was raised with the value of community service and giving back. As such, she has been involved in several community organizations during her almost two decades of service to Las Vegas and the State of Nevada. In 2018, Dr. Brooks was appointed by Governor Sandoval to serve on the Nevada Commission for Women. She was also appointed by the Las Vegas City Council to serve as a Trustee for the Las Vegas-Clark County Library District. Dr. Brooks is a 2020 appointee to the UNLV Alumni Board of Directors and serves on the UNLV Graduate College Advisory Board. She is also a Renown Health Community Advisory Board member.
Dr. Brooks is the 2008 recipient of the Clark County New Generation Leadership Award and was honored as the 2019 UNLV Graduate College Alumna of the Year. She is a graduate of Emerge Nevada, Clark County Leadership Forum, and Leadership Las Vegas (2018).
